Can you turn off all traffic on maps?
If so choose a few starting and finish points, time yourself to get your average time getting to said Finish points with each vehicle.
Then try to Beat your average time with each vehicle, while the all traffic are cops mod is on.

You can use "Police Info" UI APP in the APP edit to add it to your freeroam, could be useful to check how far you are in the chase and how wanted you are.
You could also try map navigation UI APP to help you navigate and you could go to options and enable show traffic in navigation map UI it'll highlight cops as well to make it easier for you if you want to?
Quick explainations for police info ui app:
Badges/Stars are the indicator to represent how wanted you are or if you are being chased by cops/police.
1 star = ticket, so it's ur game rule to dicide if you lost or you can continue as it's just a ticket issued by cops. Only cops that are triggered chase you, other cops might not chase unless you triggered them.
2 stars = arrest regardless and cops are more aggressive and all cops chase you around the area.
3 stars = arrest regardless and cops maybe more aggressive, all cops chase you around the area, and roadblocks spawns as well if there's enough cop cars in traffic system to spawn them, usually the more cop cars in traffic system, the more there maybe is roadblocks spawning.
Eye icon = There is a percentage bar where the eye icon is, that indicates how visible or how seen you are by nearby cop cars. Half filled bar implies they seen you fully and may either chase you or not, depending on if you breaking a TRAFFIC LAW or any violations, oh and they fill a lot faster when you closer to cop cars, and they fill slowly if you are far from cop cars but they have a line of sight at least to slowly visibly see you when it gets half filled, or full.
Arrest/Evade bar = This is self-explaintory, what it does is quite simple, the more bar is filled in the left, the more you are to getting busted, the more bar is filled in the right, the more you are to getting evade/escape from cops, evasion takes way slowly to fill then busted is.

Actually it honestly over 43.469 mph is about 70 km/h so the cops will start to busted you or chase you at that point
